To support Missouri grantmakers' intentional and impactful philanthropic work, PhilMO hosts an annual briefing exploring budget and tax policy within the current political and economic climate.


This year’s program comes at a particularly consequential moment. A partial federal government shutdown, ongoing federal budget negotiations, and implementation of the One Beautiful Budget Act are shifting the national funding environment. At the same time, Missouri policymakers are engaged in a wide-ranging debate over the state’s fiscal future, including proposals affecting personal income tax and other revenue structures.


Together, these federal and state developments are influencing the resources available to Missouri communities and the policy context in which Missouri you operate.

FEDERAL BUDGET & TAX OUTLOOK 

Through our continued partnership with Economic Opportunity Funders (EOF), PhilMO will curate excerpts from EFO's multi-day annual federal budget and tax briefing to provide an expert overview of the federal budget and tax landscape.


MISSOURI BUDGET & TAX LANDSCAPE 

Following our excerpt viewing, we will turn our attention to Missouri. With Amy Blouin leading the discussion, we will review implications of federal budget process in Missouri and get the latest on the intense budget and tax debates happening in Jefferson City. 


As always, this briefing is a nonpartisan educational briefing to support informed philanthropy. Time will be reserved for questions as well as discussion of your related work.

SPEAKERS

Shana Bartley

Policy Officer, W.K. Kellogg Foundation

Shana Bartley is a policy officer for the W. K. Kellogg Foundation (WKKF) in Battle Creek, Michigan. In this role, she supports efforts to support thriving children, working families, and equitable communities and contributes to the foundation’s policy-advocacy strategy. This continues her commitment to advancing equity and liberation as well as systems that center people. Prior to joining WKKF in May 2021, Bartley was the Director of Community Partnerships for Income Security and Child Care/Early Learning at the National Women’s Law Center. She served as the Executive Director at DC Action for Children and was also previously Senior Program Coordinator at the Young Women’s Project in Washington, DC. Bartley earned her Master of Science in public health, health policy from Johns Hopkins University and a bachelor’s degree in anthropology from Washington University in St. Louis. Learn more.

Sharon Parrott

President, Center for Budget & Policy Priorities

Sharon Parrott is President of the Center on Budget and Policy Priorities and brings more than three decades of experience in federal policy and budget. Her work focuses on policies to reduce poverty and expand opportunity, particularly at the intersection of the federal budget, tax policy, and programs serving low-income families. Parrott returned to the Center in 2017 after serving at the Office of Management and Budget as Associate Director for the Education, Income Maintenance, and Labor Division, where she oversaw budgets and policy for major federal agencies and programs. She previously served as Counselor for Human Services Policy at the US Dept. of Health and Human Services. Over the course of her career, she has worked extensively on the federal budget and the design and implementation of major income support and health programs. Parrott earned her BA in economics and MSW from the University of Michigan. Learn more.

Amy Blouin

President & CEO, Missouri Budget Project

Amy Blouin founded the Missouri Budget project in 2003 to advance responsible state fiscal policy and economic opportunity. She has worked on Missouri tax and budget matters for more htan 25 years and is widely recognized for her expertise on the state's fiscal landscape. Prior to founding MBP, she served as Director of Advocacy for Catholic Charities of St. Louis and in government relations for United Way of Greater St. Louis. Blouin has also served as an adjunct professor at Saint Louis University and has professional experiecne working internationally in Central American and Germany. Her work has earned regional and statewide recognition, including being named one of the St. Louis Business Journal's "Most Influential St. Louisans." She earned her MSW from Saint Louis University and her BA in Political Science and Religious Studies from Loras College. Learn more.

This briefing is designed to help Missouri funders better understand emerging trends, anticipate potential impacts, and consider how the policy environment may intersect with their philanthropic priorities, including early child, health care, state and local government services, climate change, housing, services for older adults, family support services, and more. 


All PhilMO Members and non-Member Missouri grantmakers may register:

This program is designed to accommodate participants with a range of prior policy knowledge. Please be advised we will only record a small portion of formal presentation; the majority of the program will not be recorded to encourage open inquiry and dialogue.

What is the MO Public Policy & Advocacy network?

As a membership organization, Philanthropy Missouri (PhilMO) recognizes the value of providing customized offerings for smaller groups of funders — or Networks — within and beyond the PhilMO membership. Networks meet at least twice a year and over multiple years; usually a Network receives sponsorship to support speakers, staff time, etc. 


The MO Public Policy & Advocacy Funder Network is a table for grantmakers with an active interest in how public policy and advocacy can advance a more equitable, thriving Missouri.
